Title: Racing Secretary
Reports to: Director of Racing
Job Responsibilities:
The Racing Secretary is directly responsible for the quality and excellence of the live racing product for each race meet. The Racing Secretary must manage the interests of the betting public, the horsemen, and track management. He/she manages these interests by allocating stalls to horsemen who have competitive horses ready to run and then assembles a program of competitive races that best utilizes the inventory of horses on the grounds, delivering a first-rate horse racing product on which to wager. The Racing Secretary supervises all functional units of the racing office to ensure top performance and the essential needs of both internal and external customers are met in a consistent and timely manner.
Specific Duties:
• Receive and analyze stall applications. Determine each horse’s qualifications and potential and allocate stall space accordingly
• Review past performances and workout data of horses on the grounds and write appropriate condition books based on evaluation of current inventory
• Confirm that each race card is made up of competitively matched horses using criteria such as horse’s age, gender, past earnings, and distances of races won
• Ensure the eligibility of each horse in the race making sure that each entry is cleared to run and not listed on vet, starter, or stewards lists and all required documents are in order and on file with the racing office
• Determine purse structure for each race classification and ensure proper management and distribution of the purse account
• Register and keep track of the names of owners/trainers that have financial interest in each horse. Verify and record changes in ownership
• Maintain custody and safekeeping of horse papers and ownership documents for each horse
• Compile and supply racing information to newspapers, racing forms, and other media outlets as required
• Oversee the production of an accurate and exact daily program of horses running in each race, including detailed information about past performance, earnings, and conditions of each entry
• Supervise the daily activities of all racing office employees and related functional units ensuring top performance in order to provide the best quality product on a daily basis
• Ensure 100% compliance with all statutory laws, regulations, and administrative rules as determined by any and all regulatory agencies or otherwise governing bodies. Communicate and attend racing commission and/or select committee meetings when required
• Establish and maintain a professional, customer-friendly relationship with the horsemen leadership group and horsemen in general, designed to incent and encourage their full participation in the racing program
Confidentiality Requirements:
The Racing Secretary handles, safeguards and maintains records and documents that are often sensitive in nature and thus is required to maintain confidentiality at all times
Qualifications:
• Experience as a racing official is required
• Must have knowledge of applicable Ohio Revised Code and Administrative Rules regarding horse racing
• Computer skills with Microsoft Office and InCompass-RTO System are required
• Ohio State Racing Commission license and fingerprinting are required
• Strong analysis and organizational skills are required
• Excellent communication skills, both written and verbal, are required
• Ability to work successfully with a variety of personality styles, ability to be flexible and perform various functions as necessary for the success of the department
