Official Veterinarian

Under the direct supervision of the Executive Director/Director of Equine Welfare, this permanent part-time employee acts as Official Veterinarian to the Oklahoma Horse Racing Commission at Commission-licensed race meetings.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned

EXAMPLES OF WORK PERFORMED:

Supervises all Commission-licensed practicing veterinarians at an authorized race meeting, collects their medication and treatment reports, and maintains a file of their reports which shall be available to the Stewards or the Commission upon request.

Receives and maintains reports from practicing veterinarians reflecting treatment of all entered horses and any horse treated within the enclosure for a contagious or communicable disease.

Reports to the Stewards any veterinarian who fails to file reports or fails to furnish all information required by Commission rules.

Supervises the taking of all equine specimens for testing according to procedures approved by the Commission.

Provides proper safeguards in the handling of all laboratory specimens to prevent tampering, confusion, or contamination, makes arrangements for the samples to be transported to the shipping agent and completes a Chain of Custody form for each shipment.

Maintains a list and reports to the Commission the names of all horses humanely destroyed, or which otherwise expire at the meeting.

Treats or prescribes treatment for any horse scheduled to participate during the term of appointment at any recognized meeting in emergency cases only or administers a diuretic to facilitate the collection of a urine sample and immediately reports same to the Stewards in accordance with the OHRC Rules of Racing.

Recommends to the Stewards any horse that is deemed unfit/unsafe to race or for which it would be inhumane to allow to race.

Has the authority and responsibility to supervise the Racing Veterinarian in the performance of duties as set forth in the OHRC Rules of Racing.

Maintains a list of all horses which in his/her opinion and/or upon recommendation of the Racing Veterinarian are incapable of safely performing in a race and are, therefore, ineligible to be entered and/or started in a race.

Works with the Racing Veterinarian to place horses on the Bleeders and Veterinarian's Lists.

Responsible for obtaining and maintaining adequate supplies for the Test Barn to include sample boxes, sample tags, seals, locks, collection cups and bags, and blank report forms.

EDUCATION AND EXPERIENCE:

Doctor of Veterinary Medicine Degree.

Active license or eligible for licensure to practice veterinary medicine in the State of Oklahoma.

Working knowledge of Commission Rules of Racing and the Oklahoma Horse Racing Act.

Computer knowledge including Office 365, data base software ability to learn agency programs

SPECIAL REQUIREMENTS/PROHIBITIONS:

Weekend, occasional evening, and some holiday work will be necessary during live racing. Some in-state travel may be required.

The successful applicant must be fingerprinted and checked through the OSBI and FBI as a part of a standard background investigation which includes the Commission checking with the applicant’s prior employers and available references. Employment in the position is contingent upon a satisfactory outcome to the background checks at the discretion of the Commission.

In addition to any other restrictions as mandated by statute, Commission Rule, Directive or the agency Personnel Manual, Commission employees are prohibited from wagering on any horse race over which the Commission has jurisdiction; are prohibited from owning in whole or in part any horse which races at an OHRC-licensed racetrack; and are prohibited from receiving any funds from the Oklahoma-Bred Program, a program administered by the Commission.
